To pull heavy freight trains in the newly electrified Silesian network, the DRG obtained several proposals for a powerful traction vehicle. They finally decided on a double locomotive with six drive axles, with nosesuspended drive and two running axles. The design as a double locomotive was regarded as necessary in order not to cause problems in small railway depots on turntables and in locomotive sheds. Only six engines were delivered, which were all based at the Hirschberg depot. E 95 02 was temporarily used to test an electric dynamic brake and was easy to spot from a distance due to the characteristic braking resistors at the front and back of the roof.
